what power pack should i use

i have an external harddrive with a input label of 12v 1.5a i have a power pack with a output of 12v 3a will this be safe to use

That's fine. With volts you don't want more than your device is rated for and with amps you want more than your device is rated for. The only other thing you need to check is polarity, or positive and negative. On your power packs and harddrive there will be a diagram with two circles. The inner circle is the hole in the plug and the bigger circle is the outside of the plug. Each circle will be designated with either a + or -. The positive and negative have to be the same for the power pack and the harddrive.
