Windows 7: No network access when downloading.

Hello there community,
I've tried 10+ different solutions for my problem, that I've found online and on this forum. But nothing so far has helped. I have tried booting in to Safe Mode with Network and the problem still occurs...

This is what happens: I am downloading just fine:
