Why does my 390x still lag in a mediocre game like modern warfare remastered ?

there is a specific map where i go up to the balcony and i look at the other side of the map it lags really badly , it's so disappointing , i know it's not like a geforce 1080 , but reading about that game's system requirements seems like i already own more than enough to run this game ? or is it my cpu or perhaps RAM that are bottle-necking ?

Nothing better than a i5-6600k with an overclock.
What is your oc?

The R9-390x is no slouch either.

Possibly, the lag is the game waiting for graphics textures to load.
A SSD helps there.
