Will a amd cpu bottleneck a 750ti gpu? Please and thankyou

CPU: AMD Athlon X4 860K. Quad core and and 3.70ghz
GPU: EVGA gtx 750Ti sc 2gb
I want to run games like fallout and bf1 with 60 fps and 1080p res.

No. An 860k + 750ti is a fairly well balanced pairing. Depending on the specific tasks &/or overclock, an 860k can be paired with better GPUS than a 750ti.

60fps is probably a little out of reach on anything greater than low-medium settings at 1080p with that setup though...
