Yes, bottleneck will rear its ugly head with that CPU/GPU combination. Look into the RX-470/480 or the GTX 1060 3GB... unless you just don't care about CPU bottleneck and you have a high quality 650W PSU or better.

The bottleneck would be pretty bad, and for a tad bit more than $150, you can pick up a new RX 470. Also, the 290x takes alot of power, you should have a decent power supply as well for that.
