OC'ed 6700k with Hyper 212 Evo at 4.4GHz & 1.3V, Running Too Hot?

My current rig configuration is:

i7-6700k Intel Processor
Cooler Master Hyper 212 Evo CPU Cooler
ASUS Z170 Pro Gaming Motherboard
2x8GB G.Skill Ripjaws V DDR4-2400 RAM
ASUS Strix GTX 970 Video Card
EVGA Supernova Bronze 750W Semi-Modular Power Supply
500GB Samsung 850 EVO SSD

I recently built my rig with this setup and I'm not sure whether I'm getting proper cooling to my CPU. I overclocked my 6700k to 4.4GHz with the VCore set at 1.3V with adaptive settings on, so I'm able to idle at 22C with an ambient temperature of 20C. I was able to pass all the benchmarks through programs like Aida64, ASUS ROG, and Intel XTU, but my temperature peaked at 75C during stress tests. I'm not sure whether this is normal or whether I'm running too hot. I understand that each chip can vary in performance, but it seems that many people who have similar hardware configurations can get much better performance than I can, whether it'd be being stable at lower voltages or having temperatures peak in the mid 60s. I'm wondering whether I got a bad chip, whether I seated my CPU cooler correctly, or whether this is just totally normal.

My 6700K OC at 4.5ghz runs in the mid 60 while stress testing but I have a bequiet Dark Rock Pro 3. Otherwise it rarely goes to 60. Your temps are fine, you can't expect better with a budget cooler like that. Also I also idle at around 22c.
