Question about CPU or RAM

If my RAM or CPU on the motherboard is broken does the motherboard turn on at all? my motherboard has a LED light to indicate when it is on and it seems that it doesn't turn on anymore

yes of course th emobo comes on even if ram and cpu do not work. i would try removing all parts and just plug the psu in. also try to plug cooler in to the 4pin bit just to see if your cooler spins up and stays on

The problem is I've done that and nothing moves at all. I've take one ram, for each side of the memory stick for both motherboards, i've done it with no RAM nothing, no movement no LED's dead quite.
 
Any chance you have the switch off on back of the PSU? Check your 4 pin CPU power plug. Do you have a spare PSU? Test to see if your PSU is bad. Try unbolting your motherboard and set it on your motherboard box with everything still plugged up. This tests if your motherboard is grounding on the case.

Yes I have done both of that, I have a spare PSU my original was the Corsair CX 650m the one I'm testing with is the CX 750m and when I shorted both of them the fans spun, I know that doesn't mean they are fine but I'm assuming they both work since the 750m was brand new. I also checked the 4 pin and setting the motherboard on the motherboard box, right now i've tried every suggestion possible (I think), I just don't know if its my RAM that has problems or its the CPU that needs to be replaced

The thing is I already bought another of the same motherboard and when doing the same tests, they show the exact same symptoms so I assume the ram is not the problem
 
As usual I am going to ask if this PC EVER worked, or is it a brand new build.

To me, RAM doesn't matter, you should be able to get into BIOS with 0 RAM.

CPU dead, well nothing runs BUT the LED on the Mobo usually denotes it's receiving power, THAT'S it, that's all it's telling you, but then I'd consult the manual just to be sure.

Answer my 2 questions then we can proceed further.

The PC did work originally it had a i5 5600 then I swapped it for a i7 7600k in both cases they worked, but then one day it didn't work and was flashing red light, I don't know what I did, I just remember unplugging and replugging everything and it was back to normal. A few days after that it stopped working again and is what I am currently stuck with. I also called MSI support and they said it could be CPU or RAM and they said to try and replace both of them or to test them both against something else
