Hi im building a new PC with a i5 6600k and gtx 1070. I was initially going for the i5 6500 but my brother will be using the PC for some of his "professional" audio and video editing hence the K CPU. Now i saw a video from pauls hardware in which the guy says that the final oc depends on the motherboard and cheaper motherboards may not oc well enough. The asrock z170m pro4s is cheap on my country so i want to buy it. I know what silicon lottery is after some long reading on the internet. Suppose my i5 6600k can oc upto 4.8 ghz on a high end z170 mobo like the asus Z170-A, how much can i oc on a cheap motherboard provided i have a good quality PSU?

The Z170M Pro4s is not a BAD motherboard, but I would not buy it. Nobody can guess your potential overclock. I recommend not even bothering with the i5 6600k cpu. You should be able to get the i7 6700 + H110, B150, or H170 motherboard for about the same price as the i5 6600k + after market cpu cooler, Z170 motherboard.
