AMD A8-7600 Cores #3, and #4 underclocking

There is no way my CPU is thermal throttling. All temps are well below 80C.

It seems as though core #2 and #3 are underclocked? Is this a malfunction of the CPU?

Your cores are underclocking as your CPU is running too hot. It is trying to give you the best performance with the least heat output that it can.
80C is too hot for any CPU. Look at upgrading your cooling.
