just upgrade gtx 750 Ti to Rx 480 4gb ( msi) expect to play Division on highest setting but can't even get solid 30fps on medium.
Specs:
A8-7600
rx 480 4gb
ddr3 16gb

Solution

Well with a 65w CPU and ~150w GPU the total system power consumption might only be about 250-275w max and thus isn't going to stress out an average 500w PSU. Yeah it probably isn't the best option, but it should be okay with the given...
Well with the right CPU you should be able to get about 56 FPS @ 1080p, so I'm guessing it is your CPU that is limiting your FPS.
Anandtech's FPS for the RX 480 4 gb GPU

Here are the requirements for The Division:
Minimum PC System Requirements:

OS: Windows 7, Windows 8.1, Windows 10 (64-bit versions only)
Processor: Intel Core i5-2400, AMD FX-6100, or better.
Memory: 6 GB RAM
Graphics: NVIDIA GeForce GTX 560 with 2 GB VRAM (current equivalent NVIDIA GeForce GTX 760), AMD Radeon HD 7770 with 2 GB VRAM, or better
DirectX: Version 11
Storage: 40 GB available space

So I don't know if the A8-7600 is equivalent to the FX 6100, but it is possible that your CPU is limiting your FPS. It's also possible that you have a temperature issue that might be throttling the CPU/GPU, so we need to know your complete specs.

your cpu cant play the division at medium

you cant slap on a rocket to a donkey cart and expect to fly

Yes I would say the problem is to do with the current AMD A8-7600 cpu you are running the game with and the 750 Ti graphics card Justin.

Likely the A8- 7600 is seriously bottle necking even the 750 Ti graphics card you have in your system.

To get the game to run better with a better frame rate.
Turn down depth of field in the graphics options.
lower the AA values.

Turn off bloom, lower the shadow detail.
Turn off motion blur.

All have an impact on the frame rate you will get as a final result even if set to Medium.

You should still turn off these options to gain more FPS Justin while
playing the game.
The screen resolution you set will also effect the overall highest frame rate you see.

i did
KCAS 500w 80+ bronze from aerocool

I think the OP was saying that he upgraded from the 750Ti to the RX 480 4 gb, so he is now using the RX 480 4 gb now, if I'm not mistaken.

Your PSU is okay, but at some point you should probably upgrade it, so I don't think it is your problem. I think your CPU is limiting your FPS and you might want to turn down your setting like Shaun O stated eariler.

i'm planning to upgrade cpu next year
any suggestion ? (500$ budget)

This is what I'd do to upgrade the CPU, which would require a Mobo and RAM at the minimum. I added the SSD, assuming your don't have one right now:

I agree that your issue is likly the weak cpu.

For your upgrade it'd be best to ask a week or so before you buy as Kaby lake and Zen will be out soon so anything reccomended now may not be the best option next year.

Im going to disagree with lunyone about the PSU being ok. That Aerocool is made by Andyson who has one of the worst reputations in the business. I suggest replacing it as soon as you can. It may not be the issue now but ot likely will be in the future and that could get expensive.

Yeah it probably isn't the best option, but it should be okay with the given components. Yes it probably should be changed, but it is okay for now. Now it is up to the OP if they want to run the GPU with the given PSU.

They use some of the cheapest components possible which causes poor voltage regulation, ripple and missing or ineffective protections. These low quality units dont have to be stressed to fail or damage other components. Even if this was a 1000w unit of equal quality I would still reccomend replacing.
