Athlon x4 860k Keeps dropping down to 1.7 ghz

Hi my 860k keeps dropping down to 1.7ghz no matter what loadline, voltages and etc I set it to. I have tried it at 5 ghz, down to 4.6 ghz at 4.4 it doesn't happen but idk why, my CPU cooler is Corsair h100i and Gigabyte A88x D3H Micro ATX. Temps stay well under 40C, so I know its not thermal throttling and I can't seem to solve it with disabling BIOS options and etc.

Ok, 5 Ghz is too much for the power phases equipped on that motherboard. If It's good at 4.4-4.6 It's still decent.

However why a Corsair H100i with an X4 860k?

How do you know It's not thermal throttling? Low CPU temps aren't related to thermal throttling. Dropping down to 1.0-2.0 Ghz ranges are clear signs of VRM throttling, likely because your motherboard doesn't have sufficient VRM cooling.

No way I could resist the $40 price tag. Especially considering that my CPU was only $56 it felt like a budget beast option.

I dropped the clock to 4.5 ghz and voltage to 1.4, so far its not throttling on Prime 95 but 100 mhz increase over the stock cpu cooler is a little disappointing but its neither of the coolers fault. I'll be upgrading to a FX 8350 in a month or two so hopefully the new Mobo will handle it.
 
An FX-8350 is not much of an upgrade. Its cores are actually slower per clock than the 860K's and it has more of a penalty when loading up all of the cores (look up FX module penalty). It's an older CPU - it was released in 2012. I recommend against building a system with a nearly 5 year old CPU in late 2016.

Although it may seem that Skylake and other new CPU's are top of the line, the LGA 1366 X5650 at 4ghz still gets head to head next to the i7 5820k, depending on what I can get cheaper it will be either the FX 8350 (I can get it for $80 at my nearest microcenter) old hardware still holds up.

AMD Zen arrives in Q1 2017, some say as early in January. FX-8350 would be a waste of cash, hold on to the X4 860k.

Plus you'd need a new motherboard. 2X waste of money.

4 Core 8 Threads SMT for as low as $150-160 It's rumored.
