I got a problem with my new custom rig. I got a AMD FX-8320E, RX 460 (75W GPU) and 4GB of Ram. Wanted to try it out but it doesn't turn on. Fans spins for like 2 secs and stop. I wouldn't say it's because of bad cables or psu because I tested them and they work perfectly.

Solution
Aside from your brand of psu, I'm not seeing any red flags, and your testing has ruled out the psu anyway. Gigabyte usually makes really good AM3+ boards, so that's probably out as well. I know you said the 460 is 75w, but some board partners have added 6-pin connectors anyway. Please make sure that if there's a 6-pin connector, that you have power running to it.

I might think it's the problem of having a too weak PSU. On the graphics card, there's no 6pin connector, all the power is coming through the PCI slot. Also, I plugged the right connector to the mobo. (tried to turn it on without the GPU but sane result) Any more ideas?

Okay, I found out that my RAM are not compatible with my mobo. ("designed for Hewlett-Packard")
And if my pc was turned off after an half sec it's because the mobo detected an anomaly so it went off because of the bad ram stick.
