Processor speed is slower than it should be

Hello . I bought new pc case and mother board because my old burned :( :D After puting all things inside (graphics card etc.) I started pc everything is fine except 1 thing . After right clicking This PC and going to properties , I can see name of my processor but 1 thing is wrong . It says 2.81 GHz instead of 4.2 GHz . I tryed unpark cores via pc applications and via motherboard bioss but it didnt change anything . I can see that all 4 cores are unparked but speed is not good :D I can see difference when playing games , its not fast anymore :D . My processor is AMD FX-4170 4.2 GHz and motherboard is Gigabyte 78lmt-s2p. Can anyone help me solve that problem please ?
 


But that one question remains. CPUs down-clock themselves which saves energy and eventually natural resources.

Power options? Right-click Start button on your desktop, Power options, set to high performance, click change plan settings, click change advanced settings, scroll down to Processor Power Management click, make sure minimum power state is at 0% and maximum power state is at 100%.
