Is 4.6ghz mild OC for i7-6700k and what cooler?

Going to be building a new computer (parts linked down below) and I plan on using the i7-6700k. Now my question is already in the title but what is considered mild OC for the i7-6700k and would the 212 evo handle that OC or should I just bump up to a AIO water cooler?

Factors:
-The machine is mainly meant for gaming but might do some video editing from time to time.
-I have pet birds so dust and feathers is kinda an issue but case dust filters should help.
-Room temps during the summer can hit 26 degrees maybe 28 on really hot days

Well okay, there is one other option you have besides the Hyper 212 EVO, the Croyrig H7 (better than the 212 EVO) and THEN you can resort to AIO water cooler. And mild for an i7-6700k would probably be around 4.4-4.7Ghz, it kind of depends on the "max turbo frequency" that comes stock with your CPU. Just overclocked an i7-2700k (Sandy Bridge or 2nd Generation Intel i7) to around 4.2Ghz which I think is decent (or mild) considering that the max frequency on this CPU is only 3.9Ghz. Hope this helps!

Sounds like I might only need the 212, but looking at the NH D14 in Canada is only $20 cheaper than the Corsair H105 AIO which is kinda what made me look into the idea of going into the liquid coolers. Do people find the NH D14 size an issue in their cases?
