Radeon rx 460 problems with computer! Help please!

I recently got a Asus Rog Strix Radeon rx 460 from Microcenter which I upgraded from a r7 240 (pretty nice ugrade imo). I also upgraded to windows 10 just to try DX 12 and stuff. The huge problem I am having is actually getting to download any drivers. First of all when I plug in this specific card my moniter gets streaks of red line, which never happened with my 240. Second, everytime I download my drivers from the website I am able to download a little and then my display turns black with blue edges. Even when trying to download other drivers like Realtek audio drivers it happens as well. Sometimes I would even get the message "Thread stuck in device driver". This has been driving me nuts and I am on the verge of returning this card and getting something more simple like a 750ti. If anyone can help me that would be great! Thanks!

Heres my build:
AMD 7400k
Asus a88xm-e motherboard
8 gb corsair ballistix ram
600w EVGA psu (overkill)
and the Rx 460

I know Im bottlenecking the gpu but according to pcpartpicker all my parts should be compatible.
 
Uninstall all videocard drivers. Shut down the computer and put the 240 back in. Once you are on your desktop, in that ugly mode, download the drivers you need for the 240. Install them and reboot the computer. Is everything working good? Can you update Win 10? If yes, now download the RX 460 drivers. Now unninstall the 240 drivers and shut down the computer. Install the 460 and boot up. Install the new videocard drivers you already downloaded.

By the way, NEVER upgrade more than one thing at a time. It makes troubleshooting more difficult. In this case, you could have upgraded to Win10 and only after everything is working fine do you then upgrade the videocard. Or do the videocard first. Don't do both together.
