HDD Not detected by BIOS but visible during Windows 7 setup

Just finished a new build but ran into an issue while trying to install Windows 7 64bit.

The BIOS is not able to detect the hard installed but the Windows setup is and lists its full capacity at that.
It's only that any time I attempt to format/create a new partition on the hard drive I get an error reading "We Cannot Create a New Partition Error 0x8007045d"
I googled the code and followed some steps regarding cleaning with diskpart but this was to no avail. Using diskpart I received something stating "I/O error"

I then decided to try swapping SATA ports and SATA cables for both my HDD and the disk tray and the problem persists.
I figured maybe the BIOS needs updating but the firmware is the most recent version. I also attempted to load drivers for the SATA ports from the mobo driver CD but nothing was detected or worked.

The motherboard is an AMD MSI Gaming 970 and the HDD a Seagate ST1000DM003

Great job with the troubleshooting so far! However, the issue with your HDD sounds pretty concerning. I'd advise you to check how this drive will get detected by another working PC around you. Plug it there as a secondary drive and see what the HDD manufacturer's brand-specific diagnostic tool will say about the SMART and health state of the drive. Make sure you run both the Short and the Long tests. If the HDD fails any of them and the I/O error persists, you should definitely check its warranty status and consider RMA-ing it to get a replacement form the reseller's/manufacturer's official customer support.

I appreciate your response. Unfortunately I was building this PC at a relative's as their first(and only available PC) so I was not able to test the hard drive on a separate PC but I have decided it's more than likely worth an RMA after some more research and thought. Thank you!

I guess I should've stuck with my gut and bought Western Digital instead, hmm? ;)
