New GPU shows no display but fan spins?

I have angelica2 (M3970AM-HP) motherboard, 750w power supply, and amd fx-6120 CPU. When I try to connect the GPU I just purchased (PowerColor Red Dragon Radeon RX 460) my pc boots up but there is no display at all? I'm under the impression that the GPU is in working order since the fan is working fine can somebody please help me?

Edit: forgot to add that my Keyboard lights up but my mouse/headphones do not. really weird

The fans spinning only means the card is being supplied with power it doesn't necessarily mean the card is in working order, could you try the card in another machine? or try a different card in your machine.
