how i choose the graphics card

Decide what you want most from the card, highest speeds, less noise, or maybe other features like lighting.
Find cards that have the features you are looking for and read some reviews.
For me, I look for big fans and heat sinks to reduce noise. The Asus cards with DirectCU coolers are generally very good, but I haven't looked at GTX 1070 models.

Same idea for the motherboard:
- MicroATX for a small case, or ATX for more expansion slots, etc.
- How good is the onboard audio, and do you care?
- How many expansion slots, SATA connections, USB connections and any other IO do you want?
- Do you want to overclock (requires support in the CPU and motherboard)?
