Getting a 2nd graphics card for game streaming to tablet?

The situation:
I plan to get an additional nvidia graphics card (GTX 650) on my desktop so I can stream games to my nvidia shield tablet. I'm NOT planning to use it with SLI as I have an AMD graphics card already installed. The GTX 650 will be used as a SEPARATE graphics card (I noticed some games allow you to select which graphics card to use), just for streaming games to my tablet sometimes.

The computer specs:
i7-6700 CPU
AMD RX 480 GPU installed
16 GB RAM
H170 chipset
(additional GTX 650?)

The problem:
There are only 4 PCIe expansion slots (x1, x1, x4, x16). The x16 is being used with the RX 480. So the only other option is the x4 slot.

Questions:
Would I be able to plug in a GTX 660 into a PCIe x4 slot? Will I be able to run the 2 graphics cards in the way I intend?

I understand that there will be some bottlenecks if I use the x4 slot, but I will be streaming games at 480p (it's a small, 8-inch tablet). Any suggestions are welcome!

Yes, I will be running games on the 2nd GPU, but at lower settings since it will be streamed to a small tablet. I still need my main GPU and I will be using it to play games when I'm on the computer.
