Second one is better, but both are cheap and nasty.

Try using an online store where you can get customer feedback to roughly indicate quality.

Don't forget the MOTHERBOARD usually has a few fan headers. Even if it's 4-pin it should support 3-pin fans.

If the fan speed is VARIABLE then note that the power supply can't control that, but fan software probably can through the motherboard.
