Disconnect all power sources (power cable, monitor, powered speakers, etc). Then press the power button to discharge any residual power in the system.

Next, make sure that your GPU, PSU connections, and memory (use only the original memory in the original slots) are properly seated.

Pop out the coin cell battery (remember which side goes up) and wait 30 secs. Re-insert battery (BIOS now in default settings).

Re-connect things you disconnected and try powering on again.

BTW, what is the make/model of the 2 sets of memory you tried to install?

Resetting the bios of a brand new motherboard that has never posted before, would not do anything.

GSkill f3-1700CL11D-8GBXL

2133MHZ DDR3

Edit: I've also already tried that with the older motherboard. Did not work.

Since you have swapped out so many parts, what are the common parts being used from all of the changes? We need to isolate what could be the likely connection among all of the swapping you have done.

BTW, this may sound strange, but look at the ATX plate (a.k.a. I/O plate) where all of the ports extend from the motherboard, out the back of the case. Are any of the small "fingers" or tabs sticking inside any of the ports (creating a short condition)?
