help on new build amd

hi, i am building my first gaming pc and dont know if i have choosen out the right parts, as the psu might not cut it, can you look over my parts and advice if its ok please.

asus m5a97 evo
amd fx 8320
saphire r9 290 vapour x 8gb
8 gb gskill 2133mhz ares (2 x 4gb)
custom water loop 3 fan radiator
2tb hdd
60gb ssd
arctic blue 850w psu
thermal take core p5 case

does that sound like it will work together and would it run a 4k monitor at acceptable levels.
thankyou and give recomendations on any of the changes you notice

Not sure how much you are looking to spend, on the custom loop, but this would give you a couple hundred extra, to build it.

PSU is not a quality unit. Also do not recommend AMD at this time. It is an old/dead platform, being replaced early next year. Either wait for Zen, or go with an intel skylake based build. I wouldn't expect very high settings, at 4k either. The R9 290 is also old. What is your PC hardware budget?

custom water loop, i just like the look of it and like the idea of open front case on the wall.
i dont really have a budget as im in a good job, i firstly want to learn on a mid range build with the outlook of building a high end i7 after learning on lesser costing hardware in the case of mistakes and damage. plus there are a lot of variables with an i7 like different chipsets and boards that seem daunting to a ps4, xbox one gamer converting to pc.
so lets say around 1500 sterling to start then whatever the best costs on second build.
