Mouse Keeps Stopping Randomly

My mouse always stops moving for a few seconds every minute or couple of minutes. It seems like this happens when I mouselift, but I am not sure. This has been happening for a while but seems to be happen way more frequently recently and it is very annoying. It is making me want to get a new PC, because I think it is my motherboard, but I dont really know. I mainly say this because this is the third mouse I have had that has done this, I have tried all the USB ports on my PC, I have used 2 different mousepads, and I have always had the right drivers, but it just keeps happening. It is unplayable and I really need someone to try and help me.

If it could be something to do with overheating there is a screenshot of my SpeedFan, but I dont know if that would cause this, and im not sure what is what on there. My keyboard is obviously plugged into a USB port, and so is my headphones, but neither of them have an issue at all, like stopping or anything.

Also, occasionally my mouse will seem like it is resisting my movements when I try to move it, but this only happens very rarely, like just a few seconds every couple days, I don't know if that will help with anything, but thought i'd mention it.

Someone please help, I need this really badly. Thanks in advance!

Did safe mode make the problem go away?
You can also try a clean boot, this will turn off most services but not as many as safe mode and is handy in narrowing down the service that is causing the issue if indeed that is the cause.

I was rushing to type that because I had to go to class, but I was about to write something about the CPU usage if I had time. My CPU usage for some reason has a couple things that use up to 30% that definitely should not be, which probably makes it so when I am playing things like CSGO, or H1Z1, or anything else, my CPU goes close to or at 100%. The main thing that is always at 30% is 'Steam Client Service'. When this is open in the background, not downloading or doing anything and with no games running it will always be at 30%. I know it didn't used to do this, but I dont know when it started or how to fix it, so that could be one reason (also chrome will shoot up to 30% sometimes when I am on youtube, and I will have to end the task in task manager and refresh and then it goes back down, also I know I have seen one or two other things go up to 30% ish but I dont remember what they were off the top of my head). I have heard of the issue where people will have Windows stop their mouse from being useable for a second in order to save CPU space or something, but I don't know how to fix it.

I will try the safe mode test and see if that helps. Sorry about the long message.

Okay, I think the problem is the high CPU usage. The problem really only happens when I am playing a game on Steam or I have a game running from Steam, so it didn't happen when I run in safe mode, and I meant to mention this in the initial post. Is there a way to stop Windows from stopping my mouse when the CPU usage is high?

Okay, I believe the issue is because my CPU is the i5 4690k @ 3.5 GHz. For some reason when I am idle or no matter what I am doing really, my CPU runs @ 3.6 - 3.8 GHz, when this happens my mouse seems to lag. Is there a way to either stop my mouse from lagging when my CPU runs fast, or to stop my CPU from running at above 3.6 GHz?

Edit: Edit: Nevermind thats not the issue, I dont know this is just making me mad at this point seems impossible to fix
