Seagate Hybrid HDD slow down

I have a 698GB Seagate ST750LX003-1AC154 (SATA) but it's wayyyyy slower than it used to be when I first bought it. I believe it's 7200 rpm but there is no way its current performance is 7200 rpm.
Crystal Disk reports no issues other than "Current Pending Sector Count" and "Uncorrectable Sector Count". They are both 8 (raw value).
Any ideas what's causing the slow performance?

My PC's specs are as follows:
Intel Core i5 2500K @ 3.30GHz
8.00GB Dual-Channel DDR3 @ 665MHz (9-9-9-24)
Gigabyte Technology Co. Ltd. PH67A-D3-B3 (Socket 1155)
VX238 (1920x1080@60Hz) 2047MB NVIDIA GeForce GTX 750 Ti (ASUStek Computer Inc)

Booting to Windows is pretty fast however Windows startup from when I type my password is slow. The general performance is lower than a Western Digital Blue HDD and I'm talking about a very old Blue HDD I have.

Well, the first in that series came out in 2010, so I know you're talking an old one.
Well, the controller on the SSHD usually puts the OS in the SSD part of the SSHD, but it seems that it's fine.
It seems like the other HDD part is not good, I'm no expert, so please wait for someone else to comment.
 
Reboot a couple times in succession - like 5x or more. That will make the drive "learn" to put stuff in the cache part.

I did notice that when I had a screensaver that looked through my photo albums and displayed those when the computer was idle, it frequently kicked Windows and startup things out of the SSD cache part of the drive (mine was only 8 GB cache).
