You should ask the place where this came from. Most of the registry entries related to Windows operation are not (well) documented.
Based on some (outdated) information here and there, these two entries will determine how long Windows will wait during logoff before killing services and applications. Third entry is kind of useless, it would change settings for newly created user accounts.

was having a flickering screen issue, and i use this and it does fixed it. but 2 days later i found my gpu dead. does this registry caused it.? please tell how to undo this
