I have a PalitJetstream GTX 1060 6GB and when I play games like Overwatch or Rise of Tomb Raider on max settings, the temperature will always be around 70°C to 75°C. I was told it wasn't suppose to hit that high, so I wanted to ask if its normal, or should I get a better cooling method.

Another question is, the other day I tried to overclock my GPU via the ThunderMaster app but my screen went black and froze. Please tell me why.

Your temperatures are fine so not need to worry. Whomever told you that surely didn't know what they were talking about.

As to the overclocking situation, you overclocked the card to far causing the issue. start slow and test each time you change the clocks and only change one clock at a time. Use OCCT's GPU test with error checking enabled to test the GPU's stability.

adjust teh clocks by 10 MHz per time, testing each time till teh GPU errors.
then lower the clock by 5 MHz till it is stable.
then up the clock by 2's till it errors
then down by 1's till it is stable. this will produce your highest stable overclock frequency.
