Getting FPS Drops after reinstalling OS

I'm getting frame drops in games (Gta 5 is the most noticeable) that I didn't get before. Also sometimes when I drag windows around on my desktop they leave behind traces of those windows. Anyway, recently I was messing around with core voltage settings in my bios a little for experimentation in case I wanted to overclock (also in msi command center) and just like that the os crashed and everytime i tried to boot it I got the blue screen of death. So the next thing I did was suck it up and cleaned and reformatted my hybrid drive and reinstalled the os. Before that I was getting steady 60 fps and everything else was working perfectly. My temps, cpu usage, clock speed(although fluctuating more than I remember), and gpu temps and usage are still the same as before. Anyone have a clue whats going on?

Didn't work. Good idea though. I'm starting to get the feeling that my hard drive got damaged and thats why I am seeing the constant fps drops. Either that or I zapped the motherboard or other hardware but I am seeing the same readings as before aside from the fps so the second part doesn't make sense.

EDIT: It seems that I fixed my problem. I reinstalled my ram and enabled xmp in bios, removed my gpu and cleaned it, removed my cpu and cleaned and reapplied thermal compound. Lastly I reinstalled the latest nvidia driver(clean installation). I don't know exactly what...

Ok I'll try it and report back. By the way I thought I'd give you my specs in case it matters. Excuse me if it's not too detailed.

MOBO: MSI Z97 Gaming 5
CPU: i7 4790k@4ghz
GPU: EVGA Geforce GTX1080 FTW
PSU: Antec High Current Gamer 620w
RAM: Corsair Vengeance 16gb DDR3
CPU FAN: Cooler Master Hyper 212 Evo
STORAGE: 2TB Seagate Firecuda Solid State Hybrid Drive
