PC not posting after hdd install

Built up my new pc using only the ssd, everything installed and setup as it was supposed too. I then turned off the pc, plugged in the hdd sata cable, and... nothing posted to the screen. I tried unplugging the hdd but that didnt make a difference, it doesn't look like the computer is outputting anything :/ I figured this was a mobo issue but not positive. Does anyone have any ideas on what could be happening?

Additionally, I've tried reseating the RAM

I'd strongly recommend you run your StartUp Repair options from the Windows OS installation media (USB/CD). This will hopefully resolve the booting issue. As for the problematic secondary HDD, I'd suggest you put it in another working PC and check how it will get recognized there. Another alternative, as I already mentioned, would be to use an external docking station/enclosure. Please give it a try and let us know how it goes.
Make sure you back up all your important data somewhere else as soon as you gain access to it.
Have you tried any of the troubleshooting methods from our previous posts?

Keep us posted with what you have done in terms of troubleshooting so far.

Do you have a graphics card installed? Or are you using graphics that is integrated on the cpu? What is the make and model of the motherboard? What ram/CPU are you using? Does the board have a digital read out code on it? Or do you have a motherboard speaker that makes beep codes?

Am I understanding this correctly? You had the PC up and running with just one SSD drive connected to it, and it stopped working correctly after you installed a second hard drive? Or am I mis-understanding this...

This sounds pretty unfortunate, indeed. :( I'd advise you to completely unplug the HDD from the PC and then attempt to boot into the SSD again. If the issue is still present, I'd suggest you try to boot into the Advanced StartUp Repair options from your Windows installation media. This will hopefully help you resolve the boot up issue with the SSD. If the problem is still present, power down the system and reseat all the connections inside, making sure there's nothing loose. It might also be a good idea to reset BIOS, just make sure you re-configure all the manual changes you have made in the BIOS interface again because they will all go back to their factory default condition.

As for the hard drive, I'd strongly recommend you try using a different SATA cable and another PC (if you have access to one) to check how it will get recognized there. If the other computer is facing issues with the Start up processes as well, then you are most probably dealing with a failed hard drive. Another alternative to troubleshoot it would be to connect it externally via a docking station/external enclosure with an AC adapter and test it for any sort of defects. You should be able to do that using the HDD brand-specific diagnostic tool or a third-party alternative. Check what the health and SMART attributes will show about the drive.

Sorry shoulda included that info in the post: RX 480 4GB, asrock z170 4s, 16gb 2400Hz DDR4, i5 6600k, no beeps but all the fans (case, cpu,gpu) power on

Yep, pc was up and running until I installed a 2nd hard drive, and now it wont work with or without it.
