So I've had my PC and pats for less than a year, it's a 390x and after I updated to the latest radion drivers I've notice significantly lower frames in my games. Then out of nowhere my monitor starts to spaz out and starts flickering and tearing. Is this a problem with the latest drivers or is there a problem with my GPU? Thanks for the help.

Try to roll your drivers back to the last version that you didn't experience problems with. If that doesn't work, it could possibly be the GPU, but it sounds like the drivers.
