PC won't boot after adding a graphic card

My PC specs
Intel core i3-2135
3072mb ddr3 ram 1333mhz
250w PSU
Running window 8
Everything works fine without the graphic card. But once I plug it in, the PC won't even boot to BIOS and no beep sound. Graphic card works as I had tested it on other build.

did you wipe any traces of previous graphics cards can conflict issues sometimes before you swap make sure your bios settings are enabled properly to boot the card & system & get a new decent psu your psu wont be giving your system enough juice to run or boot at all find a decent 400 watt psu probly fix a few isuues & booting issue

There is no trace of previous graphic card driver. after inserting the card, I can't even get to the bios. Plus I used the same PSU for the testing of the graphic card in another build. Could the change of motherboard and processor cause the graphic card to be lack of juice?
 


With the r7 250 this build probably is running out of power. If you have a better psu to test it with in that system try it.
