gpedit.msc not available and no .NET framework 3.5

So i have this problem where when i try to download .NET framework 3.5 i get this error code, 0x800F0906, i found out that i needed to enable something in edit group policy, then i find that i dont have it. When i go to download it, it tells me i need .NET framework 3.5 and i am stuck in this loop, what can i do? I NEED .NET framework 3.5 for most of my files. Help please? **also im running windows 8.1 brand new OS install.

Download .Net 4.5x it contains 3.5 https://www.microsoft.com/en-us/download/details.aspx?id=42643

Isn't 3.5 under program and features / Turn windows features on or off? Like Win10??

If you dont have Pro it doesn't have group policy

no i do not have pro, and under turn windows features on or off it is marked off, when i put it on it tries downloading and fails

Do you use ethernet or wireless to get online.. That error also means there's a prob with your connection

Are you using a proxy or a separate firewall program?
