Dota 2 low FPS on Sager notebook, GTX 1070

Hello guys, I'm really frustrated with all the software my laptop needs because I have only drivers for windows 10 and I really hate that OS now...

Before anyone thinking "Hmm for sure it is the GameDVR bug...", I already did all the things from this clip to fix it ( https://www.youtube.com/watch?v=1Dr1ubiz83w ).

The problem is that when I play DOTA 2, I can't play on Full screen, because the FPS drops to 37 (exactly the FPS when a game is minimized or tabbed), when on windowed the FPS maxes out (75 if Gsync is on fullscreen and windowed or 120 FPS if the limit is on the game settings).Also I'm used to Full screen because I can adjust my brightness to 150% , and actually I installed the windows from iso downloaded from Microsoft directly, like I did before 2 months when I bought the laptop, but the first release of the windows 10 I installed worked well on Full screen. One more thing is that when it is on Full screen and 37 FPS , you can see the screen brightness flashing (like the brightness goes to max and then again low but very fast like flicker, as you see I'm not a native speaker, Idk how to explain this)

I have SAGER NP8173, windows 10 pro n version - 10.0.14393.0 (RS1), Nvidia driver Version 21.21.13.7595 - nVIDIA ForceWare 375.95 . There are problems with hybrid gpu switch so the laptop is all the time on the descrete GPU (gtx 1070). Newer Nvidia drivers won't install because when checking compatibility, it "cannot find compatible hardware". Also the monitor is G-sync 75hz LG Philips LP173WF4-SPD1.

What do you think? Do you have any suggestion, what causes the problem? Is it Nvidia drivers, is it the OS? (personal opinion - all of this have something to do with the problem)
Last thing - I preinstalled the OS two times, because when I change some settings in Nvidia control panel, even if I reverse the settings, the game starts to stutter and run so poorly, it's unplayable (from 75 fps, dropping to 1 probably, too fast and then back to max).
[Too much variables, Gsync, Nvidia, Windows 10, Sager maybe? ...]
(Off topic: Why windows 10 have so much problems?! I payed so much to have a good laptop and the hardware is totally fine, but I experience terrible Software problems)

Ok guys, please ignore everything I posted about the GPU Core clock going up and down, because I found the problem. It may look stupid as solution or "Why I didn't do it earlier", but as everybody can guess from the first time - IT WAS THE S***ty NVIDIA DRIVER... Everybody, everywhere on the internet says "DOWNLOAD LATEST DRIVERS FROM NVIDIA WEBSITE!!!" and guess what - not a single driver from this year worked normally for my Sager NP8173. I'm nothing more than a customer, so I don't have the skills to know who's fault it is (Is it SAGER's or Nvidia's) but EVERYTHING IS FINE NOW WHEN I'M USING MY CD DRIVERS FROM SAGER (I'm using now Nvidia driver for windows 10, 64-bit, 10.18.13.6883 [RS-Beta]).

I also have a Sager laptop, but with the GTX 960m that runs Windows 10 and I also play DOTA 2, a lot. I fortunately for me, don't have any issues like this. I have also set mine up to only use the discrete GPU but I'm able to run at 1080p with zero issues. My first thought is do your Windows Updates, then do a clean install of the Nvidia drivers. Once that is done, check DOTA again. Oh also, do you have these issues when using the laptop screen or just when connected to an external monitor?

I will try your solution, I only use laptop screen, don't have external monitor. Also the clean install on Nvidia drivers is to remove all the old settings, but these drivers were the first I installed, I reinstalled the windows before 2 hours so these GTX drivers were the first. I used Display Driver Uninstaller to uninstall the windows 10 auto video driver.

Ok I did update the windows(I think it only downloaded a windows defender update) and it said its up to date, also from Geforce Experience I downloaded driver version 376.19 and from there I made the install with the option clean install. Now I'm watching ingame a match, it's lagging a bit(almost sure it's an internet issue, the ping is raising from time to time) lowering the FPS a bit but stays within limits 52-75. So we have made an achievment, Gsync on Full screen working and FPS not staying at 37. Dota 2, I think is sometimes dropping FPS when you got problems with the internet connection, so I'm gonna asume that's the case now for the small stutters I see now.
For some reason the new driver(shouldn't be so different than the other that's some weeks older for playing dota 2) and in my opinion useless windows defender update, made it for now. When I remove Gsync I see too much tearing and nothing is smooth as it should but it can run that game at about 240 FPS. I'm happy for now that it's working almost like it should - 75 constant FPS(with Gsync on 75hz monitor ofc).

Actually it's not good I got stutters every 5-10 seconds also FPS in menu is 52 - 60, then I noticed, when I open and close settings menu, the FPS fixes itself again to 75... I'm tired of this, how can this laptop not able to run smoothly a game that is many levels lower than the laptops hardware.
Now I will make a test when I use the option Use my monitor's current resolution(should be like borderless window). For now it seems to work without the FPS drops and stutters. I can't imagine how almost all the people are reporting the opposite problem - they can't get good FPS on windowed mode, but mine is that I can't get smooth gameplay at Fullscreen...

Try doing a battle against bots, not against other people over the internet. If you still have these stutters, then you do have a problem. If you don't have any problems while doing a bot match, then it could be an internet related issue.

The thing is I just made a DOTA 2 match on Monitor's current resolution option and it's smooth as butter... It's not internet issue for sure, I can see clearly the difference between fullscreen and windowed.

New update: It's working better when the game is windowed and stutters when the game is on fullscreen, but sometimes I get FPS drops even on windowed (20 FPS and it's not for a moment, but until I restart the PC)... Totally buggy sh*t....

Also yesterday I couldn't restart or shut down my laptop, it just stayed like I didn't clicked the button. I made a hard reset and just after it (today morning) the game was running horrible 20 FPS on windowed mode, and normal 75, dropping to 50 with lil bit sutter Fullscreen mode.Fixed it with restart, but the windowed mode(that is running smooth), bugs from time to time, sometimes during a game, and starts to spike and stutter a bit, until I restart...
I really don't know what is happening, what is causing this instability but I'm tired of it. New laptop, new OS, not so much demanding game and can't run it properly... With a previous version of Win 10 I could run the game smooth on Fullscreen, and now I don't understand what does the game want to run normally...

Another update: The laptop is laggy on Counter strike: GO also. And I found that when I monitored that my memory clock and GPU core clock are dropping from 1450 MHz to 650 all the time during gaming?!

Also my FPS ms (not sure, but I read somewhere it's the time for some kind of a cycle for the GPU to render, maybe I'm wrong) goes high up when the stutter appears.

P.S. You can see clearly that there is a pattern to the stutter or lag or however you call it.
