Is this normal CPU temperature?

I have an I3 4170 and an R9 270x graphics card and the temperature seems rather high. I'm using the stock cooler, I have no intentions of changing unless I absolutely have to but need your guy's opinions first.

I'm not doing much just a couple pages up and two videos and it's constantly sitting between 47° degrees to 54° on Core 1, Core 2, and Package C. Is this normal? Or should I consider buying another heat sink. This computer isn't for gaming or anything, mostly just watching movies.

Max temperature before throttle is 100c, which is what Intel considers to be as high as they'd like to allow it to not compromise stability or lifespan. Emergency shutdown is at 130c. Your chip is relatively cool.
