GTX 1070 Questions About FPS

Hey guys,

so I just bought my GTX 1070 and replaced it with my 960. I did some tests with Battlefield 1 in 1080p on ultra settings (resolution scale on 100) and averaged around 60-70 fps. However at the beginning of the round I will maintain a solid 150 fps. Normally mid game the fps will drop down to 60-70. But when flying a plane mid game I will get the 150 fps again. I was wondering if this is to be expected of the GTX 1070 or is it just the game? I was also thinking my PSU is not powerful enough.

Case: Corsair Spec 01
Motherboard: GA-H170-HD3
CPU: i5 6600k
PSU: Corsair VS650

There are hardly any games out there, that can give you a consistent fps throughout. Specially games like BFI and GTA5 which are graphically too demanding. That too, you are playing at ultra settings. Thats a pretty decent frame rate you are getting. Nothing wrong with the card, its just the game.
Your PSU is sufficient but its a very low quality. You need to get a better quality PSU for those expensive parts you are running.
