core 2 quad q9400@2.66
4gb ddr3 ram
gigabyte gtx 670 windforce 3x

can I run GTA V,witcher 3 etc at 720p med and 30+ fps?

It is indeed playable, but most likely not a stable 30+ fps! Just optimize your gameplay, but also keep in mind that your ram might not load in-game graphics as well, so I'd suggest at least 6GB or 8GB of ram. I'd also recommend getting better hardware, but you could give the games a try!
