AMD 6350 with wraith cooler seems to be getting hot

Hi I just recently built my first pc. specs are:
MSI 970 gaming carbon MOBO

PNY gtx 1050 graphics card

2x8GB Patriot Viper DDR3 1600MHz

AMD 6350 with wraith cooler

2tb Hard drive.

So my question is why my CPU temp is getting soo hot.
when just on the internet browsing it stay around 40 celcius but once I start playing a game like ARK or Rocket League it quickly climbs up to over 60 celcius, on ARK it even got to 79 Celcius so I closed it right away.
on the MSI command center it says that it should stay between 40-80 celcius but my CPU fan was making itself get up to 99% and the temp was still very high. When I opened the case, the CPU fan doesn't feel hot nothing feels more then barely warm.
any help for this newb would be greatly appreciated

ok, my whole cooling fan and the copper tubing are all just warm. no actual heat coming off of any of it. could it just be a bad reading because the MB is hot?
and I only put everything together a few days ago and the paste was brand new.
