PC Running Slow Even Though Was Running Fine Before reinstall of windows.

Hi, I Have Recently Got A New PC(My Fathers Old One), When He was In possession of the Computer It would run anything From Battle Field 1, Infinite Warfare, Ect... On high and still over 60fps, Now when I come into Possession of the computer, It won't run anything over 60fps, It barley runs Minecraft (Yes, I play minecraft) And I have tested it before I got the computer, It played Minecraft fine, but Now it won't.
Computer Specs

GPU: R7 360 2GB
CPU: AMD Phenom 1100T
RAM: 16GB G.Skil RipJaw 1333mhz
OS: Windows 10 Pro

The Games I have tried to play:
Minecraft
Insurgency
Arma 2/3
The Crew
And Black Ops 2
All on Medium to low settings yet Still crappy fps.

did you change monitor by any chance, perhaps the screen you were using with the computer before had lower resolution. Also did you make sure that the game settings were the same as before, things like Anti-Aliasing use tones of resources.

Yeah, My dad had a 42 inch, but I have a 32, They both where running same settings, cause He leaves them at the default, and Both Monitors where running 1360x768.

On inherited computers - reinstall Windows if you haven't already. You could have a massive registry that needs to be nuked. You look fine, hardware-wise for the games you listed. Updating video drivers might also help. Could also be spyware/trojans etc...Look online and get a few (yes, more than one) free security options and try fixes that way by scanning etc if you aren't going to re-install Windows. Re-installing Windows fixes a LOT when you're gifted a PC.

I have reinstalled windows, Updated Every Driver, Done multiple Virus Scans, With Multiple Virus Programs.

Hmmm, then my only other suggestion is opening task manager and checking the performance tab under load to see if you've got bottlenecks. Or if some task is hogging your CPU/RAM. gl! And temps...Could be overheating. Something like coretemp will help you do that.

The registry is obviously not the problem if it was working fine before hand. Can you make sure that all the ram is seated properly in the motherboard, also could you try using some free benchmarking tools and testing the CPU and GPU, this might reveal any performance issues in those components.

Unfortunately I was fast scanning and saw it was performance-based and that he hadn't already reinstalled the OS. So YES there aren't registry issues. But who knows, right? Everything looks fine hardware-wise AND software-wise. Temps are fine. That CPU fan is running incredibly fast, I noticed, implying load and heat. I don't know. You probably didn't screw around with BIOS, right? Could try updating that as well. Check and see if your mobos manufacturer has something like MSI's liveupdate to update stuff, too. If run into problems like yours after reinstalls with that being an issue - something missing from the manufacturer's end that your mobo needs.

this Is the GPU Temps while running the GPU Stress test, I couldn't get a screenshot of the actual test because the screenshot key wouldn't work, The max FPS was 28, the average was 18 and that was at 1360x768 with 4x msaa

I'm not an AMD guy, a far as your GPU, but you could try rolling the driver back on the GPU. I'm guessing that pic was everything under load, if so it looks ok I guess. That CPU fan still looks like a jet engine. GPU manufacturers de-optimize their drivers on older cards in updates. It's part of how they get you to buy new ones every few years. So look for an older version of the that specific card's driver. Like in the the year after it came out. Otherwise I don't know. CPU/RAM/GPU could be going out. That does happen. DSid you crack the case and clean everything? Dust/pet hair can clog components causing overheats. Bad airflow. I'm basically just going down a list of everything I can think of not being there. And googling for similar problems, not just checking here.

I will open the case and Give it a complete clean, and I Have no idea why the fan is that fast.

He Was using Windows 10 with the anniversary Update
I cleaned the case out.
and I will run the 3Dmark
Edit: I am running Windows 10 anniversary as well.

I think you've got some bad hardware. Stuff can break and still work at a diminished level. Probably the GPU. CPU would still work if you can run MSOffice etc so you'd get the appearance that everything was fine except you'd get low performance in game, and maybe in watching video files. Don't know on this one. GL1

Well if you have a pal with components and a rig you can try to diagnose that way, or bite the bullet and take it to a shop. Probably be best off upgrading when you get the cash. Peace! sry nothing worked.

Don't give up so soon it may not be your hardware, the fact that the benchmarks worked at all is a good sign that nothing is fatally wrong, If you could please provide the scores from furmark and CPU-Z i can compare them to the scores of known working parts and I can see if there is an issue there. Temperatures don't tell anyone anything most chips will never be as stressed as when in a benchmark and you should not expect to see temperatures that high in normal use.
