my rx 460 isn't showing on dxdiag or device settings

PC specs are
APU: A8-7650K
OS: windows 8.1
Mobo: msi A68HM Grenade
PSU: Corsair ATX/EPS Vs Series 550W
RAM: 16GB DDR 3
the rx 460 is new btw
I do have a hdmi plugged into the gpu its running and everything i tried to install the drivers from the disc (can't do it online because it woudn't fit my wifi adapter next to it)
 
Solution
First of all why you want it to show up.
Try to uninstall and then re install the drivers and do it through safe mode if possible. And make sure everything is plugged nice, no loose cables and such.

ok ill try should i download the drivers from the amd site for the rx 460 so its the latest ones?

Yeah it'll have you download the amd software in general so open safe mode with networking? something like that...and make sure to delete every other driver in safe mode from your previous gpu registry entries included and then install amd's software
