Can you please provide more details about your issue as @CountMike already asked? It would really help us assist you if we know more about the troubleshooting you have done so far. If it's indeed an external HDD without any working light when you connect it, I'd advise you to swap the USB cable and the port where you plug it to your computer . It's also a good idea to check how the drive will get recognized if you connect it to another working computer, which you have access to (laptop or PC).
Make sure you also check how it appears in Device manager (Make sure there are no issues with the USB Hub controller drivers there) as well as Disk management in Windows...
