CPU ratio doesn't go higher then 38?

I recently got a new cpu and motherboard from a friend. I bought myself a new psu and some casefans/cpu-fan to do some overclocking. I'm new to this so I started doing some research.

I disabled turbo mode, set the voltage a bit higher but when I tried to higher the cpu ratio it didn't went any higher then 38. I could lower it, but it didn't go higher.

I did a bios update, pressed +/- on the numpad and neither of them worked. What settings do I have to change to fix this? Is this because I have old DDR3 RAM sticks?

If I cannot overclock with this board, what mobo do you recommend? (microATX) (cheap)
