PSU making clicking noise (Fan not running)

I recently upgraded my graphics card and cpu cooler. Overall sound has become negligible, which I love. However, after around an hour of booting up, the PSU is making a clicking noise like this: http://vocaroo.com/i/s0bZi4BpPooF

Many people have told me that it could be caused by the fan hitting a component, but the fan is NOT running. I am thinking it may be the motor of the fan(motor is trying to run the fan but has not enough power or something). The fan works fine at bootup, then never runs again.

I would prefer not to switch psu, because the clicking sound is the only problem it makes; otherwise it is working fine. I currently cannot afford to buy another one.

I also have looked into taking apart the psu and maybe switching the fan? However I am not 100% sure the noise is coming from the psu fan. OH and people told me I could die if I don't handle it properly.

Can I get any suggestions on what I could do to fix this problem? it's getting really annoying to the point where I can't sit in front of my computer for a long period of time. I could not find any exact issue like mine on the forums or the internet.

If the fan is not spinning at all it may be in distress. As you said, it just may be trying to turn but it's either blocked or just plain stuck. Only way to find out is to open it up. It will not kill you if you use these precautions.
Unplug main from the wall, press start button for few seconds, connect fork ends with a screwdriver. After that all capacitors will be drained and than no eventual shock can happen.
Fan could be changed using another good one of same size and with 3pins/wires. PSU uses only 2 wires of those 3, plus and minus 12v. Black would be minus and next one to it (middle one) is +12v. Third one (which is for speed indication is not used. You may need to splice wires or solder them to the PSU board where old ones are.
