So can an i7 2600 and a 960 4gb or 780 3gb perform better or equal to a ps4

That's like asking if an apple tastes better than an orange. It's completely based on your preferences.

A console game is written to very specific specifications. That's a lot easier to do that writing a game for a PC whose specifications are different from machine to machine. So you have two completely different pieces of software that cannot be compared side by side.
