Laptop shuts down before booting to OS

So im having an issue with my uncles laptop, i cant boot into any OS or even Install CD, it loses all power right before entering OS and restarts, ive tried live CD's with no luck, ive only gotten it to boot into windows safe mode, i disabled auto restart in case of error still no luck, i replaced both sticks of ram with 8 different sticks i have sitting around, same problem, checked core temp and its sitting pretty at 20' Celsius, tested all hardware with ultimate boot CD, still no luck, even replaced the power wire that hooks to the MB and have tried multiple different chargers, i read online it may be a capacitor that provides power to the MB and battery, The battery charges for a moment then stops, how would i be able to check for a bad capacitor on a laptop considering there so small? and if thats the case why does it work fine in windows safe mode? any ideas?

I don't know to be honest. You could end up frying it if it wasn't the problem. If it was, you didn't have much to lose.
