Case fan growling / being too loud.

Hi, so I need help in fixing one of my case fans for a pre-built CyberPowerPC computer. Whenever I start it up it usually starts to make this growling / vibrating noise in the back case fan. I need help fixing this and i've already taken my computer apart and tried to fix it at no remorse. Pics explain. Respond quick, this is driving me crazy.

Solution
One of three things are happening, it's a bad bearing or the fan isn't balanced any longer, the final cuase is there is something contacting the fan (usually the grill of the case or a cable. Either one of the first two requires a replacement requires a replacement. If you really want to know which, remove the fan and let it operate without being mounted, use caution those blades can hurt sometimes. If the noise is still happening it's one of the first two issues. As the fan picks up speed if it gets louder, it's the bearing, quieter and it's not balanced.
