Stuck at Post Bios Screen?

I have a computer that was working before but was building a lot of dust, so I took it apart and cleaned out the CPU heat sink and GPU. However, when I try to boot my computer up again, I was met with white lines in the post bios screen and it is stuck there. I can't press anything on my keyboard to get into bios or do anything. When I turn on my computer, I hear 1 beep and then the gigabyte touch bio screen comes up and after 30seconds or so the white lines come up. I would say there are around 20 white lines that are in the shape of "^".

I am new to this whole pc thing so I wondering if I accidentally broke some hardware while cleaning out the pc.

Specs
CPU: intel i5-2500k
GPU: gigabyte GV-N566OC-1GI Rev:2.0
Motherboard: GA-B75M-D3H

Solution
You have a short. I recommend taking everything out of the case and placing it on a non-conductive surface. Remove anything easily flammable from the immediate area. (tablecloths, etc)

Then try turning it on outside the case.
Here's what I recommend doing:
1) Turn the system off and unplug it
2) Press and hold the power button for three seconds to drain all remaining power
3) Remove the graphics card from the system
4) Verify that there is no visible damage to the PCIe connector
5) Put the card back in
6) Plug the system in and try booting again

tried doing that, but no luck. Any more ideas?

I'm full of ideas. PCs are my life, troubleshooting is my career.

Power down, unplug and drain power again. This time, remove the CMOS battery from the motherboard instead of removing the graphics card.

After at least five minutes, put the battery back in the board and try to boot again. If BIOS reports any CMOS errors, enter setup and configure the date/time, then clear any remaining errors. It will give on screen prompts as to how to do this.

I have tried resetting the CMOS by shorting the 2 cmos reset pins. However, I am unsure if I did that in the order you told me so, like powering down first and draining battery. Does it matter? Should I try it again while draining battery?

If the motherboard has Clear CMOS jumpers, they'll work just as well as removing the battery. No need to clear it twice.

Tried doing that, what happens then is that there are short horizontal white lines at the bottom 1/3 of the screen. There are short lines of various lengths, ranging from around 3cm long to 7cm long.

Please replace the cable connecting the tower to the monitor. Don't throw it away until we're sure it was the problem.

after clearing CMOS, still same screen.

Thanks to that information, I can now tell you that the problem is not within the BIOS. We have some sort of general hardware failure.

Did you remove the CPU from the motherboard when you cleaned out your machine?

I did not remove the CPU from the motherboard when I cleaned out my machine, however, I did try remove it and put it back in after I see the white lines to try to fix the problem, but didn't work.

NEW DISCOVERY!!! I just realised that there is some static noise when I press a key on my keyboard. The noise is kind of like a taser gun sounding noise. The noise only occurs after the blue bios screen comes up and before the white lines come up. Is something broken? The system still booting with 1 beep.

here is a video I uploaded to youtube for better explanation: https://www.youtube.com/watch?v=tlK_RnCNqAQ
