rivatuner says the game is only using like 65 -70ish percent of my gpu yet my cpu usage doesnt go under 90 percent. Anyway idea on what's wrong? I'm getting good performance bu ti know i can do better

Doesn't Watchdogs 2 hammer the CPU like GTA5 with environmental and AI-related things?

I mean, I've seen a 5930k bottleneck a GTX780 before (Planetside 2), and I've seen the same 5930k held back by two 980ti's in SLI (modded af skyrim and FO4). It depends entirely on the game's internal workings.
