Overclock Fx-6300 core #3 is showing low utilization

So like the headline said. I'm over clocking a fx-6300 on a gigbyte 970a-ds3p (rev 2) mobo with a cool master evo 212 cooler and 850w psu now my bios doesn't give me the standard 1.What have you cpu voltage instead it gives you a vcore of -/+ which at this point have set to .240 which equal 1.404-1.440 v according to cpu z and a multiplyer set so I get 4.5 ghz. Temp is fine but like I said core #3 and only that one shows utilization of 5-20% is this a problem or glitch. Because so far it's been stable and at 4.4ghz with .200=1.38ghz I didn't notice that should I roll it back to that? What could be causing that?

I used Prime 95 to stress test I also ran 3D mark 11 twice while using prime 95 for extra testing I know that is mainly gpu but figured why not. test it for a little over 3 hours at first all a 100% over time core 3 got low but never crashed. After the 3 hours other cores start to move around but at 90-100% vs core 3 at 7-40% I use HW monitor to watch temp and utilization which I confirmed with processes in task manager which showed over all a little above 80% which was the over all in HW monitor. I also used CPU Z to double check core voltage. Mainly after a while core 3 drops hard but bonces up and down never above 40% even longer other cores start to flex between 90-100% some stay at 100% Also I think top temp was 59C but more at 50%. Do you think this is cause of to much/little power. I believe I turned of all the setting that would auto it. Is this even a concern since it hasn't crashed?
