Download Speed is not what it should be in steam

Hey, I have 1000up/down internet, but while downloading things in steam, it starts at like 30mbs, sometimes higher, and then drops down to like 7mbs or even lower. My current download started at 30.5mbs and dropped to 90kbs. This definitely should NOT be happening as it fluctuates constantly. I can pause it and start it again and it will go back to something higher and then drop again. I'd be happy to provide any info needed and am open to suggestions.
 
Solution
So go to some large site like microsoft. Download something big like the win10 image. Watch the event monitor and see what rates you get.

It might just be steam doing stupid stuff. Mine runs very inconsistently

The settings inside steam are: Download Region(Set to closest), Allow downloads during gameplay, throttle downloads while streaming, display download rates in bits per second, limit bandwidth to(up to 25mbs), and clear download cache
 
I'm not sure if there's actually a problem or not.

It depends on how OFTEN this happens. There are many reasons why you might be temporarily throttled (Steam or your ISP may be saturated). Unless you are constantly freezing and can't even download 1GB per hour regularly I would suspect there's no issue.

First, that "1000" is meaningless if you mean the 1Gbps hardware rating for ethernet. your SERVICE PRICE download bandwidth is the upper limit.

Is that MBps or Mbps ("B" is 8x a "b" or Byte vs Bit)

*I get 1.3MBps (Mega Byte per second) which can download over 4GB per hour. four Giga Bytes.

My connection to Steam varies however, though usually it's close to that.
