Trying to figure out what is wrong with my system

Hi. I'm not the most knowledgeable when it comes to PCs but a friend said my CPU and GPU are running worse than it should be and I'm not really sure what's causing the bottleneck in my system. It might be my 7 year old motherboard or the CPU I poorly maintained (never applied thermal paste and never cleaned the dust out of the fans, now it runs 50 degrees idle and around 70-80 degrees whenever I play CPU demanding games w/o Overclocking) but I'd really like some feedback/solutions on what I can change to make my system run optimally without spending that much money.

My goal is to play Overwatch at 144+frames constantly on low settings and 1080p gaming.

CPU: Intel Core i5 3570k
GPU: Nvidia (EVGA) GTX 960 2GB
MOBO: ASRock H61M-VS
HDD: WDC 500GB (also a very old hard drive)
Memory: "Unknown" 1x4GB RAM
PSU: Don't remember. However, I've also had this thing for about 7 years. If nothing is wrong with the above then I'll make sure to check.

If I didn't put in enough information to determine whether my system is running fine or not, please let me know and how I can retrieve that info for you guys.

First off, of course, clean the rig up. I would get an aftermarket cooler, even a coolermaster TX3 would be sufficient here. 4gb ram is simply not enough these days. 8gb is the minimum, for a gaming rig. If you have never done a reformat, of your OS install, backup everything you want to keep, and start out fresh. Make/model, on that PSU would be good to know. If it isn't a quality unit, I would recommend getting a new one.
