Build May Have Issues? Random FPS drops/Stuttering?

Hello all,

Recently upgraded my rig to better handle streaming/gaming in general and am having some issues with it. It seems to be stuttering every few seconds (5-10). When i started, i was getting frames upwards of 250+ without streaming and 100+ streaming. I figured that seemed normal enough, and didnt think much else of it.

Suddenly after a streaming session my fps has been pretty lousy. Randomly drop to 35+ while streaming games like League of Legends and 50+ with games like Overwatch.

Im unsure whats going on, since i figured this was a solid build.

I also cant seem to update my drivers for my cpu, i continue to get an error saying i dont meet the requirments for it.

My current build is;
Intel Core i7-6700K 4.0GHz Quad-Core Processor
MSI Z170-A PRO ATX LGA1151 Motherboard
G.Skill Ripjaws 4 Series 16GB (2 x 8GB) DDR4-3000 Memory
Radeon Rx 480
SeaSonic S12II 620W 80+ Bronze Certified ATX Power Supply

I also figured maybe since i basically did a "plug and play" of swapping motherboards and cpus that may have a factor but was unsure on that. I didnt format my harddrive, but i did delete old drivers and updated my bios and everything.

Ive also been monitoring the heat (using HWMonitor) and it seems like my temps are ok. Randoming from 40-60~ on the CPU and GPU.

So, any help? Im just not sure whats going on. Thanks.

I doubt it, ok given it is happening outside of streaming, the usual drill, cpu temps, utilisation and actual clock speeds whilst it is happening, and GPU temps, utilization and actual clock speeds. It could be an intermittent process timed to run in the background consuming enough CPU resource to tip you over the edge.
if you didn't reinstall windows, that's my third choice.
My second choice is some kind contention issue within your storage setup, is the streaming buffering to a drive? what else is on that drive?
My first choice is a network issue, probably outside of your control.

I thought it may have been that at first, but the game itself was stuttering, not the stream. It happens outside of streaming as well.

My next step was a fresh windows install. Also thought maybe my harddrive is starting to go? Its a few years old now and im sure i didnt get the top of the line hard drive 3-4 years ago.
Could that cause the issue?
